Dutch organizations bring IT back in-house: What are the main motivations?

More and more Dutch organizations are choosing to bring their IT operations back in-house. According to the recently published Dutch IT Sourcing Study 2025 shows that as many as 20% of organizations expect to reduce their spending on external IT suppliers. This is a marked increase from last year’s 13%.

What drives organizations to make this decision? First of all, companies want to keep crucial IT knowledge within the organization: 59% of respondents see this as the main reason. In addition, cost control plays an important role; almost half (46%) cite insourcing as cost-saving compared to outsourcing. Moreover, 32% expect insourcing to enable them to respond faster to the market and improve the quality of IT services.

AI adoption growing fast, but impact remains limited

Interestingly, the same study reports that 91% of organizations are now using AI or generative AI. Despite this rapid adoption, only 4% experience significant operational changes thanks to AI.

This naturally raises questions: why is the impact of AI falling short of expectations? Is it due to complex implementations, do organizations lack sufficient internal knowledge, or do concerns around data privacy and control play a bigger role than thought?
